Horace E. Horton was born in Norway, New York in 1843. After moving to Rochester in 1858 with his family, he eventually returned to New York to study surveying and engineering. He then returned to Rochester and formed a bridge building company. In 1889, he merged his company with several bridge building companies and then he became the president of the Chicago Bridge and Iron Co.

He is responsible for bridges all over the country including the Wabasha Street bridge in St. Paul and the Oronoco bridge.
